摘  要:“双一流”建设是高等教育领域完善治理体系、提升治理能力、争创世界一流的一项重大战略决策。推进“双一流”加快建设、特色建设、高质量建设,关键在于坚持特色一流、内涵发展、改革驱动和高校主体,突破体制机制创新难点,将制度优势更好地转化为治理效能。对此,西北大学锐意改革,以提升治理效能为切入点,通过内涵建设和机制创新“双轮驱动”,构建了“抓规划引领、抓项目支撑、抓机制创新、抓职能转变”的学科建设治理模式,探索出一条地方高校“双一流”建设的新路径。The"Double World-Class Project"is a major strategic decision in the field of higher education to improve governance system,enhance governance capacity and strive for world-class excellence.The key to accelerating the construction,feature construction and high-quality construction of this project lies in adhering to the followingprinciples::top-rankwith unique features,intensive development,propulsion deriving from reforms and principal responsibility of higher education institutions,in order to make breakthroughs in institutional and mechanical innovation,and better transform the institutional advantage into governance efficiency.To this end,Northwest University has conducted reforms with keen determination and taken improving governance efficiency as the starting point.With the dual driving forces of intensive development and institutional innovation,it has developed a governance model for disciplinary construction with priorities placed on planninggguidance,project support,iinstitutional innovation and functional transformation,and thus explored a new path for local universities in the process of developing world-class universities and academic disciplines.
