摘　　要：目的:分析2018—2021年我国医疗卫生机构卫生人力资源配置公平性。方法:采用基尼系数和泰尔指数,对卫生人力资源配置的公平性进行评估。结果:我国卫生人员、执业(助理)医师、注册护士、技师(士)、药师(士)按人口分布配置处于绝对公平状态,配置不公平主要来自区域内部差异;按地理面积分布,卫生人力资源配置处于分配悬殊状态,配置不公平主要来自区域间差异。除管理人员外,其余5类卫生人力资源总量均逐年递增。结论:按人口配置的卫生人力资源公平性要比按地理面积配置的公平性更好,政府在进行卫生人力资源配置时应综合考虑地理因素、人口因素,提高医护比,加强管理人员队伍建设,优化卫生人力资源结构。OBJECTIVE To analyze the equity of human resources allocation in China’s Medical and health institutions from 2018 to 2021.METHODS Gini coefficient and Theil index analytical methods were used to evaluate the equity of health human resource allocation.RESULTS The allocation of health personnel,registered nurses,managerial personnel,technicians,pharmacists,and registered medical practitioner was absolutely equitable by population distribution,the inequitable allocation mainly comes from the differences within the region.The allocation was disparate by geographical area,the inequitable allocation mainly came from the differences between regions.Except for managerial personnel,the other 5 types of human resources were growing year by year.CONCLUSION The equity of health human resource allocation according to population distribution is better than that of geographical distribution.The government should take into account both geographical factors and population factors when allocating resources,increase the ratio of doctors to nurses,strengthen the development of managerial personnel,optimize the structure of human resources.
