摘　　要：根据《关于构建数据基础制度更好发挥数据要素作用的意见》讨论如何发挥医学数据的要素作用,以及分析医学领域落实数据基础制度的治理特殊性。提出作为临床服务、科技创新和健康产业的重要因素,医学数据发挥要素作用的具体实践形式是促进科学数据共享和大数据应用。认为在该意见的指导思想和工作原则下落实数据基础制度时,应充分考虑医学数据的处理规则和伦理因素,以及伦理治理的规范作用等特殊性。This research paper aims to examine the significance of medical data as essential elements and analyze the specific governance challenges associated with implementing the“Opinions on Building Basic Systems for Data to Give Full Play to the Role of Data Elements”in the medical field.The study proposes that the effective utilization of medical data involves promoting scientific data sharing and leveraging big data applications to enhance clinical service,scientific and technological innovation and the health industry.Furthermore,the paper emphasizes the importance of adhering to data processing rules,ethical considerations and the normative role of ethical governance while implementing the systems under the guidelines and principles of the Opinions.
