“一带一路”视域下人才和农业科技合作模式研究

摘　　要：农业合作是推动共建“一带一路”高质量发展的重点领域,加强人才和农业科技国际合作是新形势下应对粮食安全、气候变暖等问题的有力举措。近年来,中国与“丝绸之路经济带”和“海上丝绸之路”沿线国家的农业合作逐渐稳步推进,随着合作机制逐渐完善、合作主体日益多元、合作深度不断加强,呈现出政府、企业和研究机构等多元主体积极参与的合作模式,但总体来看,由于主体协同性不足、复合型人才缺失等原因,中国与“一带一路”沿线国家人才和农业科技合作仍存在合作模式有待优化、科研经费投入不足、人才合作层次较浅等问题,为此提出加强多元主体协同、加快人才队伍建设等措施,以不断提高农业国际合作的韧性和可持续性。Agricultural cooperation is a key area to promote the high-quality development of the Belt and Road Initiative(BRI).Strengthening international cooperation in talent and agricultural science and technology is a powerful measure to deal with food security,climate warming and other issues under the new situation.In recent years,the agricultural cooperation between China and the countries of the BRI has been steadily promoted.With the gradual improvement of the cooperation mechanism,the increasing diversity of cooperation subjects,and the deepening of cooperation,a cooperation mode with active participation from multiple subjects such as government,enterprises and research institutions has emerged.However,on the whole,due to the lack of synergy of subjects and the lack of complex talents and other reasons,there are still problems in the cooperation of talents and agricultural science and technology in China and the countries of the BRI,such as the need to optimize the cooperation mode,insufficient investment in scientific research funds and shallow levels of talent cooperation.Therefore,measures such as strengthening multiple subjects collaboration and accelerating the construction of talent teams are proposed to continuously improve the resilience and sustainability of international agricultural cooperation.
