摘　　要：高校要想推进重大应用研究科技成果的有组织转化,须破解“有组织的协同机制不够健全、有组织的队伍建设不够系统、有组织的评价体系不够完善”等难点问题。可从以下几个方面进行推进,包括:聚焦战略性,合力推进实施高质量科技成果转化项目;提升系统性,畅通科技成果转化全链条协同渠道;增强持续性,完善科技成果转化可持续发展机制;强化专业性,推动科技成果转化人才量质提升;激发主动性,建立科技成果转化全面评价体系。探索构建“主动式布局—导向型研发—场景式应用—成体系对接—产业化落地”五位一体的有组织科技成果转化体系,在全面提升产业链供应链韧性和安全水平方面贡献高校的战略科技力量。The policy environment governing the transformation of organized scientific and technological achievements within universities is progressively being refined.The transformation platform that includes universities encompasses the entire continuum of scientific and techno-logical achievement transformation.Furthermore,a foundational talent training system dedicated to supporting organized scientific and technological achievements transformation has been estab-lished.The article posits that as a critical component of the national innovation system,universities should embrace a dual approach of"strategy demand orientation"and"unfettered scientific in-quiry".On the whole,Universities have effectively utilized the role of enterprises as"problem makers",leveraging the transformation methods of technological development and service through collaboration with local and business entities.It has facilitated significant exploration in structured measures for transforming scientific and technological achievements.Nevertheless,challenges persist,including an imperfect organized mechanism of collaboration,inter-departmental management barriers,excessive homogenized competitions in transformation enti-ties,and inadequate systematic team development.There is a marked scarcity of specialized pro-fessionals,complicating efforts to establish a community with shared interests and risks.Addi-tionally,the evaluation system remains underdeveloped,with inconsistent criteria and a deficient incentive structure for assessment.Starting from the connotations,motivations and methodologies for the organized transforma-tion of technological achievements,this artical offers practical recommendations and strives to contribute the strategic scientific and technological strength of universities to comprehensively improve the toughness and security level of industrial and supply chain.First and foremost,it is imperative to prioritize strategic significance and advocate for the execution of high-quality technological achievement transformation projec
