基于教师权利保障视角的高校权力运行机制研究

摘  要:由于高校的组织特点,权力运行表现为行政权、学术权、教师权并存,行政权越位、错位现象十分明显。在实践中,行政权力的运行不利于高校的长远管理和发展。目前减少腐败的方法主要是人民主权和权力限制。因此,采用文献研究法,基于权力制约理论,通过梳理高校领导权力的现状,找出影响行政权力良好运行的原因,并提出相应的优化对策与思路。Due to the organizational characteristics of colleges and universities,administrative power,academic power and teacher power coexist in the process of power operation,among which,the phenomenon of offside and dislocation of administrative power is especially obvious.Power is easy to cause corruption.In practice,the problems in the operation of administrative power are not conducive to the management and long-term development of colleges and universities.At present,the main ways to curb corruption are people’s sovereignty and power restriction.Therefore,the author adopts the literature research method,based on the power restriction theory,and finds out the reasons affecting the good operation of administrative power by combing the current situation of leadership power in universities,and puts forward corresponding optimization countermeasures and ideas.
