高等教育强省战略的成效评估及发展对策研究——以浙江为例

摘　　要：为进一步深化高等教育改革,助推教育强国建设,浙江于2018-2022年间实施“高教强省”战略。本文对建设期内浙江、江苏、陕西、广东、湖北、山东、上海高等教育发展状况进行历时性和共时性比较。分析表明,浙江在事业规模、结构布局、人才培养、科研创新、国际化等方面取得了跨越式发展;同时存在优质资源相对不足、布局结构对接产业有待加强、高校功能分层问题尚待破解、国家级人才数量缺乏优势、高层次人才培养短板呕待补齐、数字化建设发展机制不健全等挑战。对此,本文提出对策建议,以助力浙江“高教强省”建设迈上新台阶。In order to further deepen the reform of higher education and promote the construction of a strong country in education,Zhejiang Province fully implemented the strategy of"Strengthening Province with Higher Education"from 2018 to 2022.This article compares the diachronic and synchronic development of higher education in Zhejiang,Jiangsu,Shaanxi,Guangdong,Hubei,Shandong and Shanghai during the construction period.The data show that Zhejiang Province has achieved leapfrog development in terms of scale,structural layout,talent training,scientific research and innovation,internationalization,etc..At the same time,there are some challenges,including the relative shortage of high-quality resources,the need to strengthen the layout and structure of the docking industry,the need to optimize the functional stratification of universities,the lack of national talents,the limited training of high-level talents,and the imperfect development mechanism of digital construction.In this regard,this article puts forward a series of suggestions for improvement to help Zhejiang's construction of"Strengthening Province with Higher Education"toanewlevel.
