中国特色普惠金融体系的理论逻辑、建设成就与高质量发展路径

摘　　要：习近平总书记强调“我们要深化对金融本质和规律的认识,立足中国实际,走出中国特色金融发展之路”。《国务院关于推进普惠金融高质量发展的实施意见》明确提出未来五年基本建成高质量的普惠金融体系。本文结合理论辨析和大量经验数据,首次回答了中国特色普惠金融体系是什么、为什么以及未来怎么走的问题。首先,本文理论辨析指出,中国特色普惠金融发展是突破西方传统金融理论桎梏、实现中国式现代化和防范化解金融风险的现实需要。其次,从保障体系、组织体系、监管体系三个维度提出中国特色普惠金融体系的内涵构成,并阐述其建设成就。最后,揭示中国特色普惠金融发展仍然存在的问题和未来高质量发展路径,包括还需降低普惠金融发展的地区间差距、推动大中小型金融机构差异竞争、增强保险和资本市场普惠功能、促进中小金融机构数字化转型、推进合作金融发展、完善普惠金融商业可持续性的长效机制、平衡好普惠金融发展与安全的关系。General Secretary Xi Jinping emphasize that"we need to deepen our understanding of the essence and laws of finance,and embark on a unique path of financial development based on China's actual situation".The"Implementation Opinions of The State Council on Promoting the High-quality Development of Inclusive Finance"clearly states that a high-quality inclusive financial system should be basically built in the next five years.Using theoretical analysis and a large number of empirical data,this paper for the first time answers the questions of what is the inclusive financial system with Chinese characteristics,why and how to go in the future.Firstly,this paper points out from the theoretical level the development of inclusive finance with Chinese characteristics is the realistic need to break through the shackles of western traditional financial theories,realize Chinese-style modernization,and prevent and resolve financial risks.Secondly,this paper proposes the connotation and construction achievements of the inclusive financial system with Chinese characteristics from security system,organizational system and supervision system.Finally,this paper reveals the problems still existing in the development of inclusive finance with Chinese characteristics and the path of high-quality development in the future,which includes the need to reduce the regional gap in inclusive financial development,promote the differential competition between large and small financial institutions,enhance the inclusive function of insurance and capital markets,advance the digital transformation of small and medium-sized financial institutions,encourage cooperative financial development,improve the long-term mechanism of inclusive financial business sustainability,and balance the relationship between inclusive financial development and security.
