摘 要:从中央环保督察基层问责实践可以发现,尽管面临相同的组织结构与社会压力,但在上下级干部之间所产生的“实用”的互惠性关系与下级干部所“表现”出的态度存在一定程度的差别,这为基层干部管理提供了较大的韧性空间,“可调适的问责”与“可信任的容错”得以共生共存。在“互惠性—表态”的解释框架下,基层拥有管理权限的干部呈现出4种行为逻辑,即在“可调适的问责”中的“责罚并重”“轻责重罚”“重责轻罚”惩戒策略和在“可信任的容错”中的“将功补过”激励策略。The accountability practice of the central environmental protection inspection at the primary level shows that although facing the same organizational structure and social pressure,the pragmatic reciprocal relationship between the superior and subordinate officials and the attitude of subordinate officials present a certain degree of difference,thus providing greater resilience for primary-level officials'management."Adaptable accountability"and"trustworthy fault tolerance"thus can coexist.Under the explanatory framework of"reciprocity-statement",officials with management authority at the primary level show four types of behavioral logic,i.e.,"great responsibility and heavy punishment","slight responsibility and heavy punishment","great responsibility and light punishment"in the"adjustable accountability",and"make amendments for previous faults"in the"trustworthy fault tolerance".
