民营企业控股集团化安全管理架构和模式的探索与研究

摘　　要：单体民营企业随着国家经济的发展、业务的扩张,快速形成上下游产业链,辅助产业链,建立集团化企业成为趋势,集团化安全管理职能是产业公司重大安全生产决策,风险防控的最后一道防火墙。集团安全职能以专业性第三方的角度对产业公司安全内控进行安全生产信息共享、风险管控、重大风险方案审核和安全审计,降低安全风险,对提高控股集团整体安全管理水平有着重要意义;企业要做大做强,必然会成立集团企业,通过对控股集团公司内部安全管理架构和模式进行研究和探索,以期对民营企业控股集团化安全管理的思路、方法和应用上提供参考。With the development of the national economy and the expansion of business,individual private enterprises have rapidly formed upstream and downstream industry chains and auxiliary industry chains,making the establishment of conglomerates a trend.The safety management function of conglomerates is the final firewall for major safety production decisions and risk prevention and control ofindustrial companies.The group’s safety function,from the perspective of a professional third party,carries out information sharing on work safety,risk management and control,review of major risk plans,and safety audits for the internal safety controls ofindustrial companies.This is of great significance in reducing safety risks and improving the overall safety management level of the holding group.If enterprises want to become bigger and stronger,they will inevitably establish group companies.By studying and exploring the internal safety management structure and model of the holding group,we hope to provide references for the thinking,methods,and applications of safety management in the conglomeration of private enterprises.
