摘 要:乡村公共生活是农民美好生活的重要组成部分,其发育状况与组织程度是衡量乡村治理水平的关键指标。本文以上海郊区乡村治理经验为典型案例,基于系统与生活分析视角,分析大都市郊区乡村良好公共生活治理的实现路径,不同主体在公共生活治理中发挥的作用,以及其中体现的国家与农民联结关系。研究发现,国家介入下的公共空间生产、社会组织协同下的公共服务递送以及村民的行动参与,构成了乡村公共生活治理的三重实现路径,共同形塑了当下的乡村公共生活样态。这体现了国家权力系统从行政吸纳社会,转向嵌入民众的日常生活世界,借此弥合系统与生活之间张力的治理逻辑。在这一过程中,民众在获得美好生活的过程中形成对国家的认同,而国家则实现其权力在农村基层的重塑,最终将国家与个人进行有效联结。这启发我们在化解乡村公共服务供给结构失衡的现实困境时,要提高乡村公共服务供给的力度,构建公共生活治理的多元主体共治格局,并充分发挥农民的行动主体性。Rural public life is an important part of a better life for farmers.Its development and organization are key indicators to measure the level of rural governance.This article takes Shanghai s suburban rural governance experience as a typical case,and based on the perspective of system and life analysis,analyzes the path to achieve good public life governance in metropolitan suburban villages,the roles played by different subjects in public life governance,and the relationship between the state and peasants.The research found that the production of public space under the intervention of the state,the delivery of public services under the coordination of social organizations,and the participation of villagers in action constitute the triple realization path of rural public life governance,and jointly shape the current state of rural public life.As rural governance evolves,the power structure must be integrated into the everyday lives of the people,shifting from its administrative absorption of society to bridging the gap between the formal system and the lived reality.Through this integration,individuals develop a sense of national identity as they achieve a better quality of life,while the state reconstructs its power at the rural grassroots level,effectively linking the nation with its citizens.This insight instructs us that to address the pragmatic challenge of an uneven public service supply structure,we must enhance the provision of rural public services,establish a diverse cooperative model for public life governance,and maximize the agency of peasants.
