扎实推进新一轮本科教育教学审核评估努力开创首都高等教育评价改革新局面  

On Solidly Promoting the New Round of Audit Evaluation of Undergraduate Education and Teaching to Create a New Situation in the Evaluation Reform of Higher Education in the Capital City

摘　　要：本科教育教学审核评估对推动高等教育质量提升、保障高等教育健康发展具有不可替代的作用。新一轮审核评估结合新时代本科教育要求,构建以立德树人成效为根本标准的评估体系,在评估导向、内涵、类型、方式、功能等5个方面进行了优化改进。北京市在充分用好上一轮审核评估成果的基础上,坚持高起点谋划,强化顶层设计,突出分类发展和引导,突出北京特色,突出本科教育教学关键点。建议各高校牢牢把握审核评估契机,将迎评工作和推动学校改革发展紧密结合,找准学校本科教育教学质量提升的关键问题和突破点,全方位提升人才培养的“含金量”。Audit evaluation plays an irreplaceable role in promoting the improvement of higher education quality and ensuring the healthy development of higher education.The new round of audit evaluation,combined with the requirements of undergraduate education in the new era,has established an evaluation system based on the fundamental standard of moral education and effectiveness.It has been optimized and improved in five aspects:evaluation orientation,connotation,type,method,and function.On the basis of fully utilizing the results of the previous round of audit evaluation,Beijing adheres to a high starting point plan,strengthens top-level design,highlights classified development and guidance,Beijing’s characteristics,and the key points in undergraduate education and teaching.It is recommended that universities firmly grasp the opportunity of audit evaluation,closely combine the work of welcoming evaluations with promoting school reform and development,identify key issues and breakthroughs in improving the quality of undergraduate education and teaching,and comprehensively enhance the“gold content”of talent cultivation.
