摘　　要：社会工作既是基于价值的专业和理论驱动的专业,也是回应社会需要的专业。公平正义的价值观、生态系统理论和社会发展的现实需要,构成了社会工作者参与政策实践的三大基础,社会工作者可以且应当利用政策实践方法去实施、完善和创新社会政策。Social work is a profession driven by both values and theory,and it also responds to societal needs.The values of equity and justice,ecological systems theory,and the practical needs of social development constitute the three fundamental bases for social workers’involvement in policy practice.Social workers can and should use policy practice methods to implement,improve,and innovate social policies.
