摘  要:延迟退休离我们越来越近。各行业面临的重要难题包括如何安排支持年长职工延长工作、如何更充分利用年长职工人力价值等。弹性工作制可帮助年长职工更平稳顺畅地渡过延迟退休期,渐进地从工作向退休的生活和收入状态切换。本文梳理分析了发达国家实施弹性工作制的理论基础、主要作用、核心要旨,继而针对我国即将实施延迟退休政策的现实环境,提出针对年长职工弹性工作制的主要做法以及配套政策措施,包括完善弹性工作制法律体系,营造弹性工作的企业制度文化,实施多元化的弹性工作方式,调整组织人力资源管理政策,从而更契合年长职工在延退期的职业工作需求,支撑延迟退休政策的落地实施。Delayed retirement is getting closer and closer to us.The important challenges faced by various industries include how to arrange support for older employees to extend their work,how to fully utilize the human value of older employees,and so on.A flexible work system can help older employees navigate through the delayed retirement period more smoothly and gradually transition from work to retirement and income status.This article reviews and analyzes the theoretical basis,main functions,and core themes of implementing flexible work systems in developed countries.Based on the current environment in which China is about to implement a delayed retirement policy,it proposes the main practices and supporting policy measures for the flexible work system for older employees,including improving the legal system of flexible work,creating a corporate culture of flexible work,implementing diversified flexible work methods,and adjusting organizational human resource management policies in order to better meet the professional work needs of older employees during the deferred retirement period and support the implementation of the delayed retirement policy.
