摘　　要：基于2018-2021年中国企业创新创业调查(ESIEC)数据,本文重点描述了中国中小微企业2021年的生存状态、经营困境以及企业家应对危机冲击的措施,并总结了其近五年来的发展变化规律。研究发现:第一,中国中小微企业生存面临严峻挑战,实际退出率远高出工商登记数据;第二,中小微企业经营最大的难题是需求不足,而政府的扶持政策基本上是针对生产端的企业而非消费端,无法有效解决其需求不足的问题;第三,面对经营困境,部分中小微企业保持了强大的经营韧性。企业家们对未来充满信心,不断创新,通过数字化转型和调整供应链布局来保持企业的发展。此外,中小微企业对保就业、稳定供应链和服务民生等方面具有重要贡献。Based on the Enterprise Survey for Innovation and Entrepreneurship in China(ESIEC)in 2021,this paper documents the operating status of small-and-medium-sized enterprises(SMEs),challenges facing them and their coping strategies.This paper also summarizes the patterns of the development of SMEs in recent five years.A few findings stand out.(1)SMEs were faced with severe survival challenges.The actual market exit rate of SMEs far exceeds the official one shown in the administrative business registration records.(2)The biggest challenge is lack of market demand.However,government policies basically target enterprises,thereby failing to break this key bottleneck.(3)Despite the challenges,some SMEs have maintained strong business resilience.Entrepreneurs are optimistic about their future.They have adopted more digital technologies and adjusted their positions in the supply chain to promote the development of their enterprises.SMEs have played a key role in ensuring employment,stabilizing the supply chain and improving people's livelihood.
