摘　　要：运用文本分析法等,以政策网络理论为分析框架,对我国幼儿体育政策网络进行研究。研究认为:我国幼儿体育政策网络分为政策社群、府际网络、专业网络、生产者网络和议题网络五种类型。目前,政策网络利益价值存在分歧、政策网络结构松散、议题网络参与度有限、生产者网络存在执行偏差。建议形成以提升幼儿体质健康为目的的价值导向;增加政策社群行动者数量以巩固网络结构;加强政策网络间的横向互动与纵向表达;建立幼儿体育政策监督与评估机制。Using textual analysis and policy network theory as an analytical framework,the paper studies the policy network of early childhood sports in China.The paper concludes that there are five types of early childhood sports policy networks in China:policy communities,inter-governmental networks,professional networks,producer networks and issue networks.Currently,there are divergent values of interests in policy networks,loose structure of policy networks,limited participation in issue networks,and implementation bias in producer networks.It is recommended to form a value orientation with the purpose of enhancing young children’s physical health,increase the number of policy community actors to consolidate the network structure,strengthen horizontal interaction and vertical expression among policy networks and establish a monitoring and evaluation mechanism for early childhood sport policies.
