摘 要:目的:细胞培养肉是贯彻落实“大食物观”理念和“双碳”目标的重要抓手,借鉴新加坡作为全球首个批准产品商业销售国家的监管经验,以期为中国细胞培养肉监管和评估工作提供建议。方法:通过综合现有文献、政策法规及公开数据,重点研究新加坡的细胞培养肉监管体系和审查评估流程等内容,揭示技术主要风险和监管办法。结果:与新加坡相比,中国在细胞培养肉这类新食品原料的审查评估中还需根据技术特性进一步完善和细化相关规定。结论:为促进国内细胞培养肉产业健康发展,保障公众权益,建议明确各部门监管职责,细化安全评估框架,鼓励制定标准体系,开展前瞻性市场调查分析。【Objective】Cultured meat plays a crucial role in implementing the"big food view"concept and the"dual carbon"goals.This study aims to draw lessons from Singapore's experience as the first country globally to approve the commercial sale of such products,providing suggestions for the regulation and assessment of cultured meat in China.【Method】By integrating existing literature,policies,regulations,and public data,this research focuses on Singapore's cultured meat regulatory system and review and assessment processes,revealing the main risks and regulatory approaches of the technology.【Result】Compared to Singapore,China still needs to further refine and detail the regulations for the review and assessment of new food ingredients like cultured meat,taking into account their technological characteristics.【Conclusion】To promote the healthy development of the domestic cultured meat industry and protect public interests,it is recommended to clarify the regulatory responsibilities of different departments,refine the safety assessment framework,encourage the establishment of group standards,and conduct proactive market research and analysis.
