“双碳”目标背景下油气企业深度参与绿电交易探析

摘　　要：“双碳”目标背景下,需要加快建设以新能源为主体的新型电力系统,绿电交易就是深化电力体制改革的一项重要市场举措。以目标为导向,梳理绿电交易的政策环境和交易规则,分析绿电交易目前存在的问题和未来发展趋势,结合油气行业的实际案例与交易经验,提出了适用于油气企业的绿电交易参与方向。研究认为:油气企业能以电力用户和发电企业两个市场主体身份参与绿电交易,作为电力用户,购买绿电可以在减排替代的同时树立良好企业形象;作为发电企业,出售非保障性收购的绿电可以获取溢价收益提高投资效益;建议油气企业持续关注政策动向,统筹规划绿电交易路径。In the context of the“carbon peaking and carbon neutrality”goals,it need to accelerate the construction of a new type of electric power system with new energy as the main body.Green electricity trading is an important market measure to deepen the reform of electric power system.This article is target-oriented,summarizing the policy and the rule of green electricity trading,analyzing the problems and the tendency of green electricity trading,combining with the actual cases and trading experience of oil and gas field,making recommendations to the orientation of green electricity trading in oil and gas field companies.The research holds that:oil and gas field companies can participate in green electricity trading as two market entities:power user and power generation company.As a power user,purchasing green electricity can establish a good corporate image while reducing carbon emissions;as a power generation company,selling non-guaranteed green electricity can obtain environmental additional benefit and improve investment benefit.It is recommended that oil and gas field companies continue to focus on the policy orientation,and overall planning the path of green electricity trading.
