摘  要:新中国建立初期,面对严峻的医疗卫生形势,在“团结中西医”卫生工作方针的指引下,党和政府推行了中医带徒弟政策,这是中国历史上第一次以国家意志的方式开展传统中医人才培养工作。政策的实施在较短的时间内一定程度上缓解了社会对中医人才的迫切需求,同时在实施过程中,各级卫生行政部门通过及时纠正不合理的培养数量目标设定,强调培养方式从多样性归于一致性,追求出师考核的多样化与严格性,实现出师徒弟使用政策上的最终落实等,为我国现代中医师承教育奠定了赓续基础、社会基础和实践基础。In the early days of the founding of New China,under the guidance of the reasonable social needs of the people and the strong policy of"improving and developing traditional Chinese medicine",the Party and the government implemented the policy of traditional Chinese medicine(TCM)apprenticeship,which is the first time in Chinese history to carry out traditional Chinese medicine talent training in the way of national will.The implementation of the policy eased the urgent need of the society for TCM talents to a certain extent in a short period of time.At the same time,during the process of implementation,the health administrative departments at all levels,by timely correcting the unreasonable target setting of training quantity,emphasized the transformation of training methods from diversity to consistency,pursued the diversification and strictness of graduation assessment,and realized the final implementation of the policy on the use of graduates.It has laid a psychological,social and practical foundation for the succession of traditional Chinese medicine education.
