摘　　要：资质是企业参与市场竞争的“通行证”,是企业实力的重要体现,资质改革关乎行业发展全局。近期,国家住房和城乡建设部发布《建设工程质量检测机构资质标准(征求意见稿)》,在检测机构资历和信誉、主要技术人员、检测设备及场所、管理水平四方面均发生了变化,新资质改变了原有审批条件,适当提高了有关指标要求,当然也加速了企业之间的整合。论文主要解读“征求意见稿”与《建设工程质量检测管理办法》相关内容的异同。Qualification is the“passport”for enterprises to participate in market competition and also an important manifestation of enterprise strength,so qualification reform is related to the overall development of the industry.Recently,the Ministry of Housing and Urban Rural of the People's Republic of China issued the Qualification Standards for Construction Project Quality Testing Institutions(Draft for Comments),which has changed the qualification and reputation of testing institutions,key technicians,testing equipment and places,management level.The new qualification has changed the original approval conditions,appropriately improved the requirements for relevant standard requirement and accelerated the integration between enterprises.This article mainly explains the similarities and differences between the“Draft for Comments”and the“Measures for the Management of Construction Project Quality Inspection”.
