摘　　要：[目的/意义]数据要素交易是数据要素价值实现的重要方式,相关政策是其健康发展的必要保障。探究数据要素交易政策核心主题存在的取向与呈现的趋向,能够为完善数据要素交易政策体系并促进数据要素交易市场发展提供参考。[方法/过程]利用BERTopic模型,挖掘我国中央及地方1269份相关政策的文本主题,明确其核心主题的具体取向,并结合各个时期的主题强度及其政策数量,对其演化趋向进行分析。[结果/结论]我国数据要素交易政策经历了萌芽期、发展期与趋缓期,并呈现服务主体、技术保障、标准规范、安全监管4大主题取向,不同时期各核心主题的演化趋向不尽相同,对数据要素交易的实践进展起到了较大的引领作用。[Purpose/significance]Data element trading is an important way to realize the value of data elements,and relevant policies are necessary to ensure its healthy development.Exploring the existing orientation and present trend of the core themes of data element trading policy can provide references for improving the policy system of data element trading and promoting the development of data element trading market.[Method/process]By using the BERTopic model,1269 relevant policy texts of central and local governments in China are mined to clarify the specific orientation of their core themes,and their evolutionary trends are analyzed according to the theme intensity and the number of policies in each period.[Result/conclusion]China’s data element trading policy has experienced an embryonic period,a development period and a slowdown period,and presents four theme orientations:service subject,technical guarantee,standard and regulation,and security supervision.The evolution trend of each core theme in different periods is different,which has played a leading role in the practice of data element trading.
