摘　　要：绿色政府债券市场作为中国绿色金融体系中的重要组成部分,是中国实现绿色发展目标的重要途径,而建立完善的制度体系是保障其功能发挥的基本前提。本文围绕中国绿色政府债券制度发展的现状、亟须解决的问题和制度体系创新展开研究,并借鉴美国、英国、法国等发达国家以及印度、南非等发展中国家绿色政府债券市场的发展经验,从律法体系建设、政府绿色债券募集资金用途、项目筛选与评估、募集资金管理、信息披露等方面,阐述了中国绿色政府债券制度的规范与创新思路。本文建议加快出台相关法律文件规范主权债券和地方政府绿色债券的发行、管理与监督,制定符合不同层级、不同阶段气候战略目标要求的绿色政府债券认定标准,创新组建跨部门绿色政府债券工作组,基于现有政府债券管理体制完善绿色债券的资金管理、信息披露以及绩效管理,搭建贯穿绿色政府债券项目全生命周期的审核机制。As an important part of China's green financial system,the green government bond market is an important way for China to realize thegoal of green development, and the establishmentof a perfect institutional system is the basic premisefor guaranteeing its function. This article focuses onthe current situation of the development of China' sgreen government bond system, the problems thatneed to be solved and the innovation of the system,and draws on the development experience of thegreen govermment bond market in developed countriessuch as the United States, the United Kingdom andFrance, as well as in developing countries such asIndia and South Africa, etc. It elaborates the ideasof standardization and innovation of China' s greengovernment bond system in the following aspects :the construction of a legal system, the use of governmentgreen bond fund - raising funds, thescreening and evaluation of projects, the managementof funds-raising, and information disclosure.This article suggests that the government needs toformulate relevant legal documents to regulate theissuance, management and supervision of sovereignbonds and local government green bonds, formulategreen government bond identification criteria that meet the requirements of different levels and stagesof climate strategy, and form a multidisciplinarygreen government bond working group. In addition,this article emphasizes the importance of improvingfund management within the existing governmentbond management system, strengthening informationdisclosure and performance management of greenbonds , and set up an audit mechanism throughout thelife cycle of green government bond projects.
