摘　　要：[目的/意义]旨在探索老年群体信息服务困境的根源,理解其产生的逻辑与过程。[方法/过程]阐述智能治理的场域下老年群体信息服务现状,利用社会排斥理论这一社会问题分析工具,提供多维度动态化的视角,对老年群体的信息服务困境进行分析。[结果/结论]保障老年群体信息服务权利是政府义不容辞的责任,政府可以通过强化国家主导作用、明晰智能治理价值、重塑组织系统职能、推进数字技术升级保障等政策支持,提供强有力的社会包容,使得信息服务为老人所用,来积极应对人口老龄化。[Purpose/significance]This paper aims to explore the root causes of the dilemma of information service for the elderly and understand the logic and process of its emergence.[Method/process]This paper expounds the current situation of information service for the elderly in the field of intelligent governance,and uses the social exclusion theory,a social problem analysis tool,to provide a multi-dimensional dynamic perspective to analyze the information service dilemma of the elderly.[Result/conclusion]It is incumbent responsibility of the government to protect the rights of information service for the elderly.The government can provide strong social inclusion by strengthening the leading role of the state,clarifying the value of intelligent governance,reshaping the function of organizational system,promoting the upgrading of digital technology and other policy support,so that the information service can be used by the elderly to actively respond to the aging of the population.
