摘  要:针对终端区不同进场程序的运行效能缺乏全面的量化评估问题,开展对终端区进场程序运行效能量化评估工作。定义了终端区进场程序运行效能的概念,从运行效率、安全性、管制工作负荷和环境效益四个维度构建效能评估指标体系,并进一步细化了指标的量化评估方法。选用层次分析法和熵权法获取评估指标的主客观权重,再通过线性加权求和的方法求得效能值。最后,以上海终端区点融合进场程序(PMS)和标准仪表进场程序(STAR)为基础,采用雷达管制模拟仿真系统设计航班数据并验证对比了正常流量和极限流量情况下PMS和STAR的运行效能。结果表明:在不同流量情况下,采用PMS后终端区运行效能分别提升了32%和55%,从而验证了所提效能评估指标体系和方法是合理的。In view of the lack of comprehensive quantitative evaluation of the operation efficiency of different approach procedures in terminal areas,the quantitative evaluation of the operation efficiency of different approach procedures in terminal areas is carried out.Firstly,the concept of operation efficiency of terminal area approach program is defined,and the efficiency evaluation index system is constructed from the four dimensions of operation efficiency,safety,control workload and environmental benefit,and the quantitative evaluation method of indicators is further refined.The analytic hierarchy process and the entropy weight method are selected to obtain the subjective and objective weight of the evaluation index,and then the efficiency value is obtained by the linear weighted summing method.Finally,based on the Shanghai terminal area point fusion approach program(PMS)and standard Terminal Arrival Route(STAR),the radar control simulation system compares the operating efficiency of PMS and STAR between normal flow and limit flow.The results show that the operation efficiency of PMS is increased by 32%and 55%respectively,which proves that the efficiency evaluation index system and method proposed in this paper are reasonable.
