省域高水平大学建设的政策效应评估

摘　　要：地方政府为对标“双一流”建设而实施的省域高水平大学建设为我国高等教育强国建设提供了“本土方案”,对其进行政策效应评估能够客观反映地方高等教育治理成效。本研究通过收集2010—2019年省际面板数据,采用双重差分法构建多时点DID模型评估了省域高水平大学建设的政策效应。研究发现:政策实施后,域内高校的学科水平、师资队伍建设成效、人才培养质量、社会服务能力和办学活力均得到显著提高,且通过一系列稳健性检验;同时,政策效应的异质性分析显示,省域高水平大学建设在东部沿海地区产生了更强的政策效应,“马太效应”持续加剧。在后续省域高水平大学建设的政策安排中,学科建设应注重“慢变量、长赛道”,既需立足国际前沿,还需回应本土需求,通过政策兜底、扶持“无用之用”学科,保持学科多样性;师资队伍建设需为新生代力量留有成长空间。Local governments'efforts to establish high-level universities at the provincial level in line with the"Double First-Class"initiative offer a"local approach"to China's pursuit of becoming a global powerhouse in higher education.Assessing the policy effects of these initiatives can objectively demonstrate the efficacy of local higher education governance.This study utilizes inter-provincial panel data spanning 2010 to 2019 and employs a DID model to evaluate the policy effects of establishing high-level universities at the provincial level.Findings indicate that after the implementation of these policies,universities within the region have significantly improved in terms of disciplinary excellence,faculty development,talent cultivation,social service capabilities,and institutional vitality,all of which have passed a series of robustness tests;furthermore,heterogeneity analyses reveal that these university development efforts have had a stronger policy effect in the eastern coastal regions,exacerbating the"Matthew Effect".In subsequent policy initiatives for these universities,disciplinary construction should focus on"slow variables and long tracks",not only based on international frontiers,but also responding to local needs,providing policy support for the"seemingly useless"disciplines to ensure disciplinary diversity;faculty development needs to leave room for the growth of the new generation.
