摘　　要：随着竞争优势的逐步减弱,传统中低技术产业的经营形势变得更加严峻,为实现传统产业的可持续发展,必须进行产业创新与升级。鉴于传统中低技术企业依赖外部组织的渐进式创新的特征,应借助政府、企业、科研院所等外部组织的力量,从技术创新、制度创新、管理创新、文化创新、工艺创新等几个方面进行全面升级,以此提升企业在价值链中所处的位置,进而转变企业的经营模式和优化增长模式,实现从资源优势向创新优势的转变。With the gradual weakening of competitive advantage,the business situation of traditional me-dium and low-tech industries has become more seriously.The industrial innovation and upgrading must be car-ried out in order to achieve the sustainable development of traditional industries.In view of the charac-teristics of traditional medium and low-tech enterprises relying on the progressive innovation of external organizations,they should rely on the strength of external organizations such as governments,enterprises,and scientific research institutes to jointly enhance the strategic position of enterprises in the indus-trial value chain from several levels,such as technological innovation,institutional innovation,manage-ment innovation,and cultural innovation.Through transforming the business mode and growth pattern,the enterprises realize the transformation from resource advantage to innovation advantage.
