摘 要:“教育、科技、人才”统筹发展是我国第二个百年奋斗目标实现的关键所在,如何一体化推进“教育、科技、人才”是当前的重要课题。近年来,国际教育枢纽因能够统筹发展学生枢纽、高技能人才枢纽以及知识和创新枢纽而被广泛接受。从国际教育枢纽理论出发,以卡塔尔、新加坡以及日本为案例,探索三者在建设国际教育枢纽过程中“教育、科技、人才”统筹发展的经验。研究发现:从目标上,尽管从学生枢纽到高技能人才枢纽,再到知识和创新枢纽不存在线性关系,但是高技能人才枢纽以及知识和创新枢纽往往以学生枢纽为基础;在战略上,三种枢纽往往需要不同的总体规划、实施项目以及支持政策;在政策部门上,三种枢纽建设既需要总体负责机构,又需要不同部门的协作;在参与者方面,本土和国外的不同参与者之间的互联、互动以及合作往往会产生附加价值。借鉴国际教育枢纽建设经验,我国“教育、科技、人才”一体化推进应该:将一体化推进的横向目标和分阶段发展的纵向目标相结合;采用总体规划、项目设计、支持政策协调发展的战略规划;建立交叉立体的组织领导结构;培育境内外的互联、互动以及合作的伙伴关系。The coordinated development of"education,technology,and talents"is the key to achieving China's second centenary goal.However,how to integrate and promote"education,technology,and talents"is an important issue.In recent years,International Education Hubs have been widely accepted for their ability to coordinate the development of student hubs,high skilled talent hubs,and knowledge and innovation hubs.Starting from the theory of International Education Hubs,this study takes Qatar,Singapore,and Japan as examples to explore the experience of the coordinated development of"education,technology,and talent"in the construction of International Education Hubs.It has found that,in terms of goals,although there is no linear relationship from the student hub to the highly skilled talent hub,and then to the knowledge and innovation hub,the highly skilled talent hub and the knowledge and innovation hub are often based on the student hub;In terms of the strategy,the three hubs often require different overall planning,implementation projects,and support policies;In terms of policy departments,the construction of the three types of hubs requires both overall responsible institutions and collaboration among different departments;In terms of participants,the connection,interaction,and cooperation between different participants,both domestic and foreign,often generate added value.Drawing on the experience of International Education Hub construction,China's promotion of the integration of"education,technology,and talents"should combine the horizontal goals of integrated promotion with the vertical goals of phased development;adopt a strategic plan of coordinated development with overall planning,project design,and supporting policies;establish a cross three-dimensional organizational leadership structure;and cultivate interconnected,interactive,and cooperative partnerships both domestically and internationally.
