县级“边缘部门”的工作推动机制及其价值——组织权力不均衡配置的视角  

The Work Promotion Mechanism and Its Value of County Government Peripheral Department——From the Perspective of Imbalanced Power Distribution in Subordinate Units

摘　　要：组织次级单位权力的不均衡配置是组织研究的重要议题。县级政府部门因权力配置差异而有核心部门与边缘部门之分。边缘部门在县级权力结构中处于边缘地位,资源上依赖其他部门,行动上缺乏结构自主性,工作上不承担中心任务。但是,边缘部门在推动工作中的“弱动员”机制却有着“强动员”机制所欠缺的“边缘优势”,可以对县乡政府体制予以疏通、协调和润滑。随着边缘部门的工作不断转化为中心工作,县乡单中心工作格局向多中心工作格局转变,常规工作下的“弱动员”机制被“强动员”机制取代,县乡政府体制在高压力、超负荷、刚性化条件下运行,导致基层命令主义、官僚主义、形式主义屡禁不绝。鉴于此,县级部门权力的合理配置应少核心部门、多边缘部门,在工作安排上则要少中心工作、多常规工作,工作推动才能“弱动员”占主导,释放“边缘优势”,增强政府体制韧性;“强动员”少但可攻坚克难,发挥强治理优势,提高治理有效性。The imbalanced power distribution in subordinate units is a significant topic in organizational research.County⁃level government departments are divided into core and peripheral departments due to differences in power distribution.Peripheral departments are marginalized withi t n he county⁃level power structure,reliant on other departments for resources,lack structural autonomy in their actions,and do not undertake central tasks.However,the“weak mobilization”mechanism in the work promotion of peripheral departments possesses a“peripheral advantage”that the“strong mobilization”mechanism lacks,which can unblock,coordinate,and lubricate the county and township government system.As the work of peripheral departments increasingly transforms into central work,the single⁃centered work pattern of counties and townships is shifting to a multi⁃centered pattern.The“weak mobilization”mechanism under regular work is being replaced by the“strong mobilization”mechanism,and the county and township government system operates under high pressure,overload,and rigid conditions,leading to the continued existence of grassroots“commandism”,bureaucracy,and formalism.In light of this,there should be fewer core departments and more peripheral departments in the rational distribution of power at the county level.In terms of work arrangement,there should be less central work and more regular work,so that the“weak mobilization”can dominate,release the“peripheral advantage”,and enhance the resilience of the government system.Despite its small proportion,“strong mobilization”can be used to overcome difficulties,demonstrate strong governance advantages,and improve governance effectiveness.
