论“干枝关系”视角下纪律检查组织的功能优化

摘　　要：“干枝关系”普遍地存在于党的权力机构组织场域中,具有鲜明的中国特色,可以作为纪检监察学自主知识体系的基础性范畴和理论。本文以中国共产党纪律检查组织场域为研究对象,认为不同的纪检组织因其所处位置不同而发挥着不同的作用。目前纪检组织“干枝关系”明显失衡,“干强枝弱”问题突出,其原因主要在于不合理的制度设计,可以考虑采用支持互补方式构建新型关系、合理配置任务和职责、统筹使用人员力量、合理配置权限和手段、降低不确定性因素等措施优化“干枝关系”,增强纪检组织场域整体功能。The“stem branch relationship”generally exists in the organizational field of the party's power structure,with distinct Chinese characteristics,and can be served as a fundamental category and theory for the independent knowledge system of discipline inspection and supervision.This paper takes the discipline inspection organization field of the CPC as the research object,and believes that different discipline inspection organizations play different roles because of their different positions.At present,there is a significant imbalance in the“trunk branch relationship”of disciplinary inspection organizations,and the problem of“trunk strong branch weak”is prominent,and the main reason is the unreasonable institutional design.Measures such as building a new type of relationship through complementary support,allocating tasks and responsibilities reasonably,coordinating the use of personnel strength,allocating permissions and means reasonably,and reducing uncertainty factors can be considered to optimize the“trunk branch relationship”and enhance the overall function of the disciplinary inspection organization's field.
