公民环境社会参与城市生活垃圾分类管理模式创新的内在机理及完善对策

摘　　要：文章采用定性研究方法,从理论层面构建并阐释公民环境社会参与对城市生活垃圾分类管理模式创新影响的概念模型,探讨公民环境社会参与对城市生活垃圾分类管理模式创新的影响机理,提出政治资本获取的传导机制,以及生态素养的边界条件。从制定奖励机制、做好顶层设计、打造环保氛围和注入创新技术四个方面,提出了完善公民环境社会参与城市生活垃圾分类管理模式创新的具体对策。研究成果将为中国城市生活垃圾分类管理如何成功实现其模式创新提供理论参考。This paper makes a qualitative analysis of the management model innovation to construct and explain the conceptual model and the impact of citizen's environmental social participation in urban solid waste classification theoretically,discusses the impact mechanism of citizen's environmental social participation in urban solid waste classification management model innovation,and proposes its mechanism of political capital acquisition and the boundary conditions of ecological literacy.From the four aspects of developing reward mechanism,doing a good job in top-level design,creating environmental environment,and injecting innovative technology,the paper puts forward specific countermeasures to improve the participation of citizen environmental society in the innovation of urban solid waste classification management mode.The research results will provide theoretical reference for how to successfully realize the mode innovation of urban solid waste classification management in China.
