摘 要:受东盟高等教育发展面临的现实需求和欧盟外交利益的影响,欧盟与东盟达成协议,于2015年正式启动了“欧盟对东盟地区高等教育援助计划”,旨在推动东盟高等教育空间的建设和发展。为实现这一总体目标,该计划在3大成果领域5个组成部分开展具体行动,采用跨领域参与和协调的综合方法,从而取得了较为显著的成效,主要表现在建立了可持续发展区域集体机制、开发了东盟-欧盟学分转换系统及促进了东盟学生的国内国际流动等3个方面。在实施的过程中,该计划呈现出集思广益、同等对待和高瞻远瞩的特点。Affected by the practical needs of ASEAN's higher education development and the EU's diplomatic interests,the EU and ASEAN reached an agreement and officially launched the"European Union Support to Higher Education in ASEAN Region Programme"in 2015,aiming to promote the construction and development of ASEAN's higher education space.To achieve this overall goal,the programme implemented specific actions across five components in three major result areas,using an integrated approach of cross-cutting engagement and coordination,which has achieved relatively significant results.The results were mainly manifested in three aspects:the establishment of regional collective mechanisms for sustainability,the development of the credit transfer system between ASEAN and the EU,and the promotion of the domestic and international mobility of ASEAN students.In the process of implementation,the programme has shown the characteristics of brainstorming,equal treatment and far-sightedness.
