摘 要:产业转型与振兴需以技术型人才作为强大支撑。职业学校与企业的合作是产业技能人才培养的重要方式,而两者之间理性的利益关系是合作达成的关键。本研究基于当前我国技能形成的政策背景,构建了国家对职校和企业合作的治理机制与校企利益关系之间的理论分析框架,提出了校企合作中四种利益关系模式。基于对一个校企合作案例的追踪,本研究发现由当地政府主导的优惠性政策构筑了校企合作的外部环境,正向激励校企建立合作,而校企间形成的互惠互利交往模式以及校企内部对学生采用的技术换劳动、人情换人心、教导等策略,进一步推动了双方建立长期合作关系,最终达成了双方合作的利益共识。从中可见,内部治理是破解外部屏障、优化与均衡合作主体间利益的关键。The industrial transformation and revitalization rely heavily on skilled technical talents.School-enterprise cooperation stands as a pivotal means for nurturing such talents,with the consensus of interests between educational institutions and enterprises serving as its linchpin.This study,grounded in the political economy of national skill formation,constructs a theoretical framework to analyze the interplay between governance mechanisms and the interests at play in school-enterprise cooperation.It delineates four distinct models of interest relations within this cooperative framework.Through tracking a cooperation case between a vocational school and an enterprise,it is revealed that preferential policies spearheaded by local governments have effectively shaped the immediate external environment for schoolenterprise collaboration,positively incentivizing cooperation between businesses and vocational institutions.Moreover,the reciprocal exchange and the adoption of strategies such as technology-forlabor,incentives,and instructional support further catalyzed the long-term cooperation,ultimately leading to a consensus of interests conducive to cooperative endeavors.This research underscores the significance of internal governance in overcoming external barriers and optimizing the balance of interests between collaborative agents.
