摘　　要：人才贡献率是衡量人才工作效能的关键指标,对于切实抓好区域人才工作具有重要的推动作用。文章采用马克思劳动价值理论指导下的弹性估算方法,对辽宁省在1978-2021年的人才贡献率进行了分年度和分阶段的测度。结果显示:总体来看,人力资本是推动辽宁省经济增长的主要要素,物质资本的贡献率较低且近年来呈下降趋势;从发展阶段来看,当前辽宁省的经济增长主要依赖于人力资本尤其是人才资本,已形成劳动力质量提升为主要驱动力的经济增长模式。为进一步提高辽宁省人才贡献率,建议提高人才存量、优化人才布局并重视物质资本的合理配置。Talent contribution rate is a key indicator evaluating the talent work efficiency,which is significantly conducive to the regional talent work.This paper uses the elastic calculation method under the instruction of Marx labor theory of value to measure the talent contribution rate in Liaoning Province from 1978 to 2021 based on year and stage.The results are as follows,generally speaking,human capital is the primary driver of economic growth in Liaoning Province,and the contribution rate of physical capital is relatively low and has declined steadily in recent years.From the standpoint of the stage of development,the current economic growth of Liaoning Province mostly depends on human capital,especially talent capital.Liaoning Province has entered the economic growth mode in which the enhancement of labor quality is the main driving force.For the sake of further improving the talent contribution rate of Liaoning Province,this paper suggests enhancing the stock of talents,optimizing the layout of talents,and emphasizing the rational allocation of material capital.
