摘 要:生源质量、专业和学科范围、培养模式、考核及进出机制四个方面,从不同角度制约着强基计划和拔尖计划的实施质量。强基生的转段资格认定及录取政策应尽早明确、强基生专业归属应尽早明确、强基生跨校转段保研应尽早打通、强基计划方向的设置应尽早回归常识。在拔尖人才培养过程中,原典精读是根本、课程体系是关键、学分改革是重点、课程改革是亮点、功利内卷不可取。在当前拔尖创新人才培养实践中,高校存在对拔尖的理解和定位不一致、培养方案参差不齐、选拔和管理模式不一致、拔尖学生与普通学生的资源配置模式以及确定拔尖学生进入与退出的比例不一致等分歧意见。This paper analyzes Strengthening Basic Disciplines Program(SBDP)and the Advanced Training Programs for Top-Notch Talent(ATP)from four perspectives:the quality of students,the scope of disciplines and specialties,the training mode,and the assessment and entry/exit mechanisms.They determine the quality of ATP implementa⁃tion.The qualifications for study phase transfer and the admission policy for SBDP students should be made clear as early as possible;SBDP students’undergraduate majors should be decided as early possible;The channel for SBDP students’cross-university and cross-phase postgraduate recommendation should be opened as early as possible;and the SBDP’s major setup should return to the fundamentals of higher education as early as possible.Drawing on the practices,reading classics is the fundamental,curriculum system is the key,credit system reform is a priority,course reform is a highlight,and competing for utilitarian purposes is not advisable.In the current practice of culti⁃vating top-notch innovative talents,there are divergent views in colleges and universities such as inconsistent under⁃standing and positioning of top-notch,uneven cultivation programs,inconsistent selection and management modes,inconsistent resource allocation modes between top-notch and ordinary students,and inconsistent ratios for determin⁃ing the entry and exit of top-notch students.
