摘　　要：潜规则由来已久,至今还在我们社会生活的方方面面发挥着作用。潜规则之所以如此顽固、影响深远、危害广泛,在于其背后有一套由圈子文化、游民文化、厚黑文化和权力文化构筑的文化体系,可以称之为潜规则文化,它们构成了潜规则的行为基础和价值支撑。潜规则文化具有深厚的日常生活经验基础,内涵丰厚的生活价值期待。潜规则文化具有时用性、边缘性、综合性、历史性的特征。潜规则文化作为糟粕文化的最集中表现,具有强烈的恶之属性,在弘扬正气、力行明规则的同时,清除潜规则的文化土壤,是消除潜规则应遵循的根本路径。The hidden rules have been in existence for a long time and continue to play a role in various aspec cial life.The reason why these hidden rules are so persistent,far reaching,and harmful is because they are roc tural system constructed by circle culture,vagrant culture,houhei(thick and black)culture,and power cultur be referred to as the hidden rule culture.These cultures form the behavioral foundation and value support fo rules.The hidden rule culture has deep roots in daily life experiences and encompasses rich expectations for livi possesses characteristics of timeliness,mar ginality,comprehensiveness,and historicity.As the most concentra tation of corrupt culture,the hidden rule culture exhibits strong attributes of wickedness.While promoting right adhering to explicit rules,it is crucial to eliminate the cultural environment that nurtures these hidden rules as th tal path towards eradicating them.
