摘 要:随着文化建设上升为国家战略,地域民族文化得到了极大重视。辽宁蒙古族地区文化艺术中的蒙古胡尔沁说书、东蒙短调、勒津剪纸等列入了国家、省、市非物质文化遗产名录,近年来得到了较好的传承与发展。但是在艺术的传承与发展中出现了人才流失严重、艺术资源开发不足、文化发展观念滞后等问题,特别是文化艺术传承的教育参与不足问题较为突出。要使地方民族文化艺术得到更好的传承与发展,我们应该用传承和教育统一谋划的顶层设计,使艺术资源的挖掘与创新同步实施并通过融合媒体等策略来统筹辽宁地区蒙古族艺术的传承与发展。在实施路径上探索各级各类学校差异化地实施民族艺术教育的可能,结合所在地区的特点开展民族艺术教育,地方高校全方位、多形式地承担民族艺术的教育责任,其他教育、文化等机构提供专业补充,以此保证辽宁地区蒙古族艺术传承教育的深入、持久、科学、高效的发展。With cultural construction having become a national strategy,regional ethnic culture has been attached great importance.In the culture and art of Liaoning Mongolian area,Mongolian Lejin paper cutting,Hulqin story-telling,and Eastern Mongolian short tune,which have been contained in the national,provincial and municipal intangible cultural heritage list,have achieved good inheritance and development in recent years.However,in the inheritance and development of art,there are serious problems such as brain drain,underdeveloped art resources and backwardness of local ethnic cultural concepts,especially the insufficient pedagogical participation.To better inherit and develop local ethnic culture and art,we should utilize top-level design for unified planning of inheritance and education;simultaneously implementation of artistic resources mining and innovation;integrate media to coordinate the inheritance and development of Mongolian art in Liaoning.The paths of actualizing differentiation strategy in ethnic art education of different kinds of schools at all levels are explored in combination with the local characteristics.Local colleges and universities should shoulder responsibility for national art education through various forms to ensure deep-rooted lasting scientific efficient development of Mongolian art inheritance education in Liaoning region while other educational institutions provide professional supplements.
