财政涉农资金统筹整合如何提升村居环境治理质量?

摘　　要：财政涉农资金统筹整合是贯彻落实全面乡村振兴、农村人居环境整治等战略的重要资源保障,评估其对村居环境治理质量的影响有助于科学、有效配置财政资源。本研究基于2013-2022年全国省级宏观面板数据,运用双向固定效应模型,探讨财政涉农资金统筹整合能否及如何提升村居环境治理质量。研究发现,前者对后者的促进作用明显,统筹整合政策有效;二者关系存在区域与政府廉洁度异质性;机制分析表明,规划建设管理在二者关系中发挥中介效应。文章量化估计了财政涉农资金统筹整合在村居环境治理领域的政策效应,为提高村居环境治理有效性、理顺财政事权和支出责任、释放政策效能提供依据。The overall planning and integration of fiscal funds related to agriculture is an important resource guarantee for implementing strategies such as comprehensive rural revitalization and rural living environment improvement.Assessing its impact on the quality of village environmental governance is helpful for scientifically and effectively allocating fiscal resources.Based on the macro panel data of provincial-level regions in China from 2013 to 2022,this paper uses a two-way fixed effects model to explore whether and how the overall planning and integration of fiscal funds related to agriculture can improve the quality of village environmental governance.The study found that the former has a significant promoting effect on the latter,and the overall planning and integration policy is effective.There are regional and government integrity heterogeneity in the relationship between the two.The mechanism analysis shows that planning,construction,and management play an intermediary role in the relationship between the two.This paper quantitatively estimates the policy effect of overall planning and integration of fiscal funds related to agriculture in the field of village environmental governance,providing a basis for improving the effectiveness of village environmental governance,rationalizing fiscal powers and expenditure responsibilities,and releasing policy effectiveness.
