关系运作的规范化转向——以A市数字机关建设为例

摘　　要：“关系”作为一种重要的非正式制度,在中国地方治理实践中发挥重要作用。日益完善的问责监督制度,缩小了政府项目制中不规范的“跑关系”空间。基于结构—过程理论分析A市机关事务管理局数字机关建设案例,发现在正式制度带来结构约束的条件下,数字机关建设项目中的关系运作呈现出规范化转向,关系运作机制在于专业化、市场化和集约化,地方官员分别利用“同事”“市场”“上下级”关系完成了项目抢座上马,获得了项目建设经费,并获批试点示范项目。关系的规范化运作是非正式关系与正式制度动态调试的结果,其不仅降低了官员的问责风险,而且使地方官员能够发挥处理复杂事物所需的自主性与能动性,实现干部“守规矩”与“干事业”的有机统一。As an important informal system,guanxi plays an important role in the practice of local governance in China.The increasing improvement of the accountability and supervision system has narrowed the space for non-standardized“guanxi operation”in the government project system.Based on the structure-process theory analysis,it was found that under the conditions of structural constraints brought by formal systems,the guanxi operation in digital agency projects has shown a standardized shift.The guanxi operation mechanism lies in specialization,marketization and intensification.Local officials have used“colleague”,“market”,and“superior and subordinate”guanxi to complete the project and obtain funding for project construction,and have been approved as pilot demonstration projects.The standardized operation of guanxi is the result of the dynamic adjustment of guanxi and formal systems,which not only reduces the accountability risk of officials,but also enables local officials to exert the autonomy and initiative needed to handle complex matters,and realize the organic unity of officials’“abiding by rules”and“doing business”.
