摘 要:数字技术有助于中国清洁能源企业深度参与国际能源合作,推动建立公平公正、均衡普惠的全球能源治理体系。运用政策网络理论分析本班太阳能光伏发电项目中的多个行动主体及其政策网络结构,得出清洁能源企业通过海外发展应对项目所在国复杂的经济社会环境与利益相关者的众多诉求的方法。数字技术在降低项目系统成本、提升电力系统稳定性、增强量化减排贡献、增加就业机会供给等方面具有积极作用。清洁能源企业应发挥政策网络行动主体的积极作用、突出企业核心业务数字能力建设、把握“一带一路”沿线国家能源转型机遇、适当引入国际组织参与海外拓展。Digital technologies contribute to the deep involvement of Chinese clean energy enterprises in international energy cooperation and promote the establishment of a fair,just,and inclusive global energy governance system.By applying the theory of policy networks,multiple actors and their policy network structures in the Benban ARC solar PV Park were analyed,and methods for clean energy enterprises to address the complex economic and social environment of the host country and the diverse demands of stakeholders in overseas development projects were proposed.Digital technologies play a positive role in reducing project system costs,enhancing power system stability,increasing quantified emission reduction contributions,and providing employment opportunities.Clean energy enterprises should leverage the active role of policy network actors,emphasize the construction of core business digital capabilities,seize the opportunities for energy transformation in"the Belt and Road"countries,and appropriately involve international organizations inglobal expansion.
