摘　　要：新时代人才强国战略的背景下,国内外人才环境及发展形势发生了有利于中国“聚才”的新变化。如何积极抢抓当前最大海外人才“回流潮”机遇,是广西深入贯彻实施新时代人才强国战略、抢夺未来国际竞争制高点的重要议题。从推拉理论的视角,通过问卷调查方法,充分考察了广西海外科技人才回流的实际情况。实证分析了影响海外留学生、海外华侨以及外籍华人科技人才回流决策的宏观、中观、微观因素,并有针对性地提出了促进海外科技人才回流的“引-育-用”全链条人才政策建议。Under the background of the strategy of strengthening the country by talents in the new era,the environment and development situation of talents at home and abroad have undergone new changes that are conducive to China's"gathering talents".How to actively seize the current largest overseas talent"return tide"opportunity is an important issue for Guangxi to deeply implement the strategy of talent power in the new era and seize the commanding heights of future international competition.From the perspective of push and pull theory,through the questionnaire survey method,the actual situation of the return of overseas scientific and technological talents in Guangxi is fully investigated.The study empirically analyzes the macro,meso and micro factors that affect the decision of the return of overseas students,overseas Chinese and foreign Chinese science and technology talents,and puts forward the whole-chain talent policy suggestions of"induction-education-use"to promote the return of overseas science and technology talents.
