摘 要:在新时代建设人才强国背景下,对高校科技人才培养和创新环境提出了新的战略要求。文章基于2020年陕西高校科技工作者状况调查的1127份问卷结果,通过对高校科技人才流动现状、科技成果转化与产学研协同创新、创新政策环境发展状况的分析,为制定有效的高校科技人才政策和构建高校创新生态体系提供依据。由此提出从四个方面进行高校科技人才政策的创新:促进高校科技人才区域间合理配置,加快高校高端人才数据库建设;加强“政产学研用”一体化深度融合,提升高校科技人才创新活力;打造公平灵活的政策环境,推进高校科技人才政策集成创新;重视高校间差异化特征,因校制宜促进高校人才发展。Under the context of building a strong talent nation,new strategic requirements have been proposed for the cultivation and innovation environment of scientific and technological talents in universities.This paper,based on the results of a survey conducted in 2020 with 1127 questionnaires from scientific and technological workers in universities in Shaanxi Province,analyzes the current situation of talent flow,the transformation of scientific and technological achievements,collaborative innovation between industry,universities,and research institutions,as well as the development of the policy environment for innovation.The analysis provides a basis for formulating effective policies for scientific and technological talents in universities and building an innovation ecosystem.Additionally,the paper proposes innovative policies for scientific and technological talents in universities from the following perspectives:promoting rational allocation of talents across regions and accelerating the construction of high-end talent databases in universities;strengthening the deep integration of government,industry,universities,research institutions,and users to enhance the innovation vitality of talents in universities;creating a fair and flexible policy environment to promote the integration and innovation of policies for talents in universities;paying attention to the differentiated characteristics among universities and promoting talent development based on their specific conditions.
