摘　　要：1999年之前的治理概念有明确的管理和整治的含义;1999年之后,西方治理理论之于中国情境的适用性讨论成为学界研究的重点;2013年之后,治理频繁地出现在党和国家的顶层设计之中,学界开始着重阐述以党的领导为核心的治理内涵。与此同时,过度饱和的理论性研究引发学界对基层治理实践的经验研究转向,并形成问题政策和经验模式两种研究导向,在取得丰富成果的同时又陷入地方叙事的琐碎和宏观政策的机械阐述之中,对进一步的研究产生阻碍。由于关系视角与我国基层社会治理具有极强的亲和性和历史合法性,可以作为新时期社会治理研究的统摄性的理论视角;而数字技术深刻地影响了如今的社会治理,这应该作为新时期社会治理研究的重要主题;在研究路径上,构建理论与检验理论的研究路径同时存在,但都应该围绕中层理论而展开。Prior to 1999,the concept of governance in China had clear connotations of management and rectification.After 1999,the applicability of western governance theories to the Chinese context became a priority of academic research.Since 2013,governance has frequently appeared in the top-level designs of the Communist Party of China(CPC)and the country,with scholars increasingly emphasizing the governance connotation under the leadership of CPC.Simultaneously,the over-saturation of theoretical research has led to a shift towards empirical studies on grassroots governance,forming two main research orientations:problem-policy and experience-model.While these approaches have yielded substantial results,they have also become bogged down in the trivialities of local narratives and mechanical explanations of macro policies,hindering further research.Given the strong affinity and historical legitimacy of the relationship perspective in grassroots social governance in China,it can serve as a comprehensive theoretical perspective for social governance research in the new era.Additionally,digital technology has profoundly impacted current social governance and should be an essential theme of research in the new era.Methodologically,both theory construction and theory testing should coexist and focus on middle-range theory.
