摘 要:教师轮岗交流政策的实施,打破了“教师固守一校”的僵化模式,有助于重塑教育生态、实现教育公平,对于促进教师综合素质的发展、提高学校教育教学质量等方面均具有积极助推作用。为有效解决城乡、校际师资不均衡、教育资源配置失衡等问题,教师需要转变观念,强化对轮岗交流政策的认同,积极参加各种培训活动,不断提高自身的综合素质;学校需要立足全局,加强师资队伍建设,与政府部门加强合作,大力宣传轮岗制度的作用;政府部门需要健全激励制度,建立选配机制,构建教师专业发展支持机制,为增强教师的综合素质提供强力保障。The implementation of the teacher rotation exchange policy has broken the rigid mode of“teachers sticking to one school”,and helped to reshape the education ecology,realizing the educational equity,and playing a positive role in promoting the development of teachers’comprehensive quality and improving the quality of school education and teaching.In order to effectively solve the imbalance in urban-rural and inter-school teacher resources and imbalanced allocation of educational resources,teachers need to change their ideas,strengthen the recognition of the rotation exchange policies,actively participate in various training activities,and constantly improve their comprehensive qualities;schools need to focus on the overall situation,strengthen the construction of teaching staff,strengthen cooperation with government departments,and vigorously promote the role of the rotation system;government departments need to improve incentive systems,establish selection mechanisms,and build support mechanisms for teacher professional development to provide strong guarantees for enhancing the comprehensive qualities of teachers.
