摘 要:在世界变局中如何有效沟通中外?这是从事文化事业的近现代中国知识分子思虑的焦点问题之一。20世纪30年代,以张竹平、董显光为代表的一批颇具国际宣传知识经验的报人群体,面对“外强我弱”的不利国际舆论情势,率先进行了相对系统性的国际宣传的组织化实践,就外文报的角色定位、人员管理、宣传方针等关涉国际宣传的基本问题,贡献了独特而清晰的理论指南与实践经验,为彼时陷入困局的中国国际宣传行动提供了一个相对成功的案例。How to effectively communicate between China and the West in the changing world,is one of the focal points of the thoughts of Chinese intellectuals engaged in cultural enterprises.In the 1930s,a group of newspapermen,represented by T.B.Chang and Hollington K.Tong,steeped in European and American culture with significant knowledge and experience in international publicity,pioneered the relatively systematic practice of organizational international publicity,to reverse the adverse situation of China in international public opinion.They contributed unique and clear theoretical guidelines and practical experience in fundamental aspects of international publicity,such as the role and positioning of a foreign language newspaper,as well as its personnel management and publicity policy,provided a relatively successful case for China's international publicity operations,which were facing challenges at that time.
