摘　　要：针对传统的不动产存量房交易需要跑多个窗口、重复提交多套资料等问题,提出在业务流程重构的基础上,利用“互联网+”、身份认证、电子签名、在线支付等先进技术,通过数据联通、部门联动与税务、公安、民政、财政等部门建立业务协同联办机制,构建不动产存量房交易登记线上一体化办理新模式。该模式集成交易双方网上申请、合同签订、资金托管、税费缴纳、签发电子证照等服务,一次都不用跑即可实现全程线上“不见面”“无纸化”办理。实践证明,该模式是深入实施“互联网+不动产登记”,纵深推进全省不动产交易登记“一件事一次办”改革,实现不动产登记提质增效的重要举措,后续可为不动产存量房交易登记跨区域、跨省通办提供支撑保障。In view of the problems such as running multiple windows and repeatedly submitting multiple sets of materials in the traditional transaction of real estate stock houses,this paper proposes to build a new online integrated transaction registration mode of real estate stock houses by using advanced technologies such as"Internet Plus",identity authentication,electronic signature,online payment,etc.on the basis of business process reconstruction,through data connectivity,departmental linkage and tax,public security,civil affairs,finance and other departments to establish a business collaboration mechanism.This model integrates services such as online application,contract signing,fund custody,tax payment,and issuance of electronic certificates for both parties involved in the transaction.It can achieve full online"face-to-face"and"paperless"processing without the need for a single visit.Practice has proved that this model is an important measure to deeply implement"Internet plus real estate registration",deeply promote the reform of"one thing,one time"of real estate transaction registration in the province,and realize the improvement of quality and efficiency of real estate registration,which can provide support and guarantee for cross regional and cross provincial real estate transaction registration.
