摘  要:普及化阶段的高等教育,兼具国家公共性、社会公益性和个人私益性。公平、效率、质量、效益四者之间存在内在联系,优质均衡的高等教育离不开科学的发展战略和高效的协同治理机制。治理的精髓是共建共享,政府需要转变管理方式,把利益相关者转变为权利责任主体,组建共同体。高等教育供给模式的制度创新是解决问题的根本之道,质量与责任是高等教育公共服务的核心。将科学主义、实用主义和多元主义作为普及化阶段高等教育内生的价值取向,倡导加强教育质量保障,增进教育公平,在学生入学培养和就业制度建设上当有所益处。Higher education in the popularization stage has characteristics of national public welfare,social public welfare and personal interests.There is an internal link among fairness,efficiency,quality and effectiveness.A high-quality and balanced higher education cannot be separated from a scientific development strategy and an efficient collaborative governance mechanism.The essence of governance is“co-construction and sharing”.The government needs to“change management mode”,transforming stakeholders into subjects of rights and responsibilities to form a community.The institutional innovation of higher education supply mode is the fundamental way to solve the problem,and quality and responsibility are the core of higher education public service.This study takes scientism,pragmatism and pluralism as the value orientation of universalized higher education,and advocates strengthening the guarantee of education quality,improving education fairness,and making suggestions to the construction of student enrollment and employment system.
