摘 要:构建高质量保证体系是稳步发展职业本科教育,实现人才培养高起点、内涵建设高标准、未来发展高水平的重要举措。全面贯彻高等教育、职业教育、继续教育三者统筹发展理念,从分析发展现状出发,以系统论、斜坡球体理论等为学理基础,确立能够保证高质量的职业本科教育质量要素集合。依据关键成功因素法、层次分析法、德尔菲法建立由1个一级指标、5个二级指标、15个三级指标组成的职业本科教育质量保证体系及其AHP模型,科学分析该体系的关键要素、层次结构、权重比。依据分析结果,建议通过厚植质量文化、重点攻坚标准建设、完善质量发展体系、重视内外部质量评价、健全质量治理体系等稳步推进职业本科教育高质量发展。Building a high-quality assurance system is an important measure to steadily develop vocational undergraduate education,achieve a high starting point for talent training,a high standard for connotation construction,and a high level of future development.Fully implement the concept of coordinated development among higher education,vocational education,and continuing education,start from the analysis of the current situation of development,take the system theory,the slope ball theory,and the overall development quality concept as the theoretical basis,and establish a set of quality elements that can ensure high-quality vocational undergraduate education.According to the key success factor method,the analytic hierarchy process,and the Delphi method,a vocational undergraduate education quality assurance system and its AHP model consisting of 1 firstlevel indicator,5 second-level indicators,and 15 third-level indicators are established to scientifically analyze the system's key elements,hierarchy,weight ratio.Based on the analysis results,it is suggested that the high-quality development of vocational undergraduate education can be steadily promoted from measures such as strengthening the quality culture,focusing on the construction of key standards,improving the quality development system,attaching importance to internal and external quality evaluation,and improving the quality governance system.
