摘　　要：在确定创新人才内涵和创新人才环境指数概念的基础上,从经济环境、社会环境、创新环境以及生态环境4个方面选取24项指标构建指标体系。利用层次分析法确定指标权重,测算创新人才环境指数,以天津为例进行实证研究。研究发现:2011-2020年,天津创新人才环境呈现总体向好的态势,但财政教育支出、外贸和利用内资、创新产出、生态建设等方面存在不足,并就此有针对性地提出对策建议。Scientific and objective evaluation of urban innovation talent environment can provide significant guidance for promoting the capacity of urban innovation.Having understood the connotation of innovation talent and the related concept of environment index,the evaluation index system was constructed by selecting 24 indices from the four aspects of economy development,social environment,innovation environment and ecology environment.The weight of each index was determined by analytical hierarchy process,innovation talent environment index was measured,and Tianjin was taken as an example for empirical study.The study reveals that the innovation talent environment of Tianjin has been improved from the year of 2011 to 2020,but there are still several drawbacks,such as deficiencies in financial education support,trade and domestic investment,innovation outcome and ecological construction.In the end,some pertinent suggestions were proposed.
