北京市生态涵养区生态产品价值实现模式研究

摘　　要：绿水青山就是金山银山,全面建设社会主义现代化国家离不开生态文明建设。北京市生态涵养区作为首都的生态屏障和水源保护地,蕴含着丰富的生态产品。在推动建设生态涵养区生态保护和绿色发展的关键时期,如何实现生态产品的价值是目前的重要课题,尤其是实现模式路径的研究更是重要。本研究在系统阐述生态产品概念和生态产品价值实现相关理论的基础上,总结了北京生态涵养区生态产品价值实现的“土地利用优化+生态产业化”模式、“生态特色旅游产业化+成果共享”模式、“生态补偿完善化+公私合作”模式、“产权市场化+股权交易”模式、“生态修复+区域联合”模式5种模式,研究成果可为全国生态产品价值实现、乡村振兴和培育生态产业提供参考,推动实现区域经济社会发展与资源环境保护的双赢。Clear waters and green mountains are golden mountains and silver mountains,and building a socialist modern country in an all-round way cannot be separated from the construction of ecological civilization.As the ecological barrier and source water protection of the capital,Beijing ecological conservation area contains rich ecological products.During the critical period of promoting the construction of ecological conservation areas for ecological protection and green development,how to realize the value of ecological products is currently an important issue,especially the research on the implementation mode path.On the basis of systematically explaining the concept of ecological products and the relevant theories of realizing the value of ecological products,this article summarized five models for realizing the value of ecological products in Beijing's ecological conservation areas:land use optimization+ecological industrialization,ecological characteristic tourism industrialization+achievement sharing,ecological compensation improvement+public-private cooperation,property rights marketization+equity trading,and ecological restoration+regional cooperation.The research results can provide reference for the realization of national ecological product value,rural revitalization and the cultivation of ecological industries,and promote the achievement of a win-win situation between regional economic and social development and resource and environmental protection.
