区域高等教育一体化政策对高校科技创新能力的影响

摘　　要：利用倾向得分匹配-双重差分法分析长三角地区高等教育一体化政策对区域内教育部直属高校科技创新能力的影响发现:政策的实施能显著增强区域内高校特别是“985工程”高校、综合类高校的科技创新能力;人才质量提升机制在政策影响高校科技创新能力的过程中起到了重要的中介作用;资金配置、组织保障机制则无显著中介作用。深入推进区域高等教育一体化,要重构良性互动、结构有序的创新分工新格局;聚焦产业结构优化,建设结构合理、全面复合的人才体系;引导企业加大科研经费投入,扩大高校经费规模并不断优化结构。Using the propensity score matching and difference-in-differences method to investigate the impact of Yangtze River Delta higher education integration policy on its scientific and technological innovation capacity of universities directly under the Ministry of Education,it shows that the higher education integration policy can significantly improve the scientific and technological innovation capacity,especially for the universities within Project 985 and the comprehensive universities.The mechanism of talent quality improvement plays an important intermediary role in the process while the mechanism of fund allocation and organization guarantee have no significant mediating effect.
